The chilli goes into the cheese rather than on top of it. Sitting on the surface it burns under direct heat and turns acrid; folded through the cheese it is insulated, and it perfumes the whole layer instead of just the spot it landed on.

Method
Grate both cheeses onto the same plate and leave them out while you chop. Grated cheese straight from the fridge melts unevenly — the outside browns while the middle is still in shreds.
Look for: Loose separate shreds rather than a compacted lump. If it has clumped, break it apart with your fingers.
4–6 min
Chop the chilli, capsicum and spring onion small — smaller than feels necessary. Anything much bigger than a grain of rice sits proud of the cheese and scorches under direct heat before the slice is ready.
Look for: An even fine dice with no long strips of capsicum skin left.
5–7 min
Fold the chopped vegetables into the cheese along with the pepper, oregano rubbed between your palms, and half the chilli flakes. No salt — between the processed cheese and the chaat masala there is already plenty.
Look for: A stiff, evenly speckled mixture that holds its shape when you press it against the side of the bowl.
2–3 min · bowl
Heat the oven to 220°C with the top element on and a rack in the highest slot. Butter the bread thinly right to the edges — the butter is a barrier that stops the crumb pulling moisture out of the cheese as it melts.
Look for: A thin even film of butter with no bare patches, and the oven hot enough that you feel it on your face when you open the door.
8–12 min · oven
Heap the cheese mixture onto each slice and press it down flat, taking it right over the crust on all four sides. Any bare bread at the rim turns to charcoal in the time the middle takes to melt.
Look for: An even layer about half a centimetre thick with no bread showing anywhere along the edges.
4–6 min
Bake on the top rack until the cheese blisters. Do not walk away — under direct top heat the whole thing turns in well under a minute, and burnt cheese is bitter rather than just dark.
Look for: The surface has stopped bubbling and gone patchy brown, with a few darker blisters standing up. Lift a corner: the underside of the bread should be dry and firm.
5–8 min · high heat · oven
Scatter the rest of the chilli flakes over, cut each slice diagonally and serve at once. This is a hot-off-the-tray thing — the top sets stiff within a few minutes of cooling.
Look for: The cheese still gives when you press it with the back of the knife.

About this dish
Two cheeses because they do different jobs — the processed cheese carries the salt and browns readily, the mozzarella supplies the pull. Made with only one of them the toast is either stiff and very salty or bland and stretchy. Without an oven: cook it on a tawa on the lowest flame with a lid on for six to eight minutes. The cheese melts but never blisters, so the top stays pale.
